Moved to Iowa? Being held back?! :(?

-Okay, I moved from the state of washington to Iowa. And last school year I was an eighth grader. Now I will be going to a High School here in Iowa. I got really bad grades last year at my junior high school, and there is no policy behind the school forcefully holding you back in washington, however now I tried to get enrolled in the high school when I got here in Iowa and I had to talk to the school counselor about my grades, and she said I "MIGHT" get held back because of my actions. Last year was a really bad year for me, mentally, and emotionally. I just gave up because no one cared, and I lost all motivation. Im pretty sure I was depressed because everyone around me thought I was. And plus my 8th grade school was really ghetto so the teachers didn't care, nor they helped me, except for one.

My dads friend said I'm gonna have to write a letter to the principal explaining that I am not "Stupid" and I am capable of the work. I understood all of the lessons last year...I just didn't do the homework...I have learned my lesson now, and I will do the work I swore to myself. I am different now because this is a new beginning. I need help...Should I worry?

The principal comes back from his vacation, In the middle of august!!! They all expect me to wait that long for an answer!!! I am about to explode! It is almost the beginning of July, and I just found this out. I have a letter almost finished, but im not even sure if it would make a difference. The counselor said they would look at the policy, and she said she will tell him I realllllllyyy don't want to be held back. This is a nightmare.:(

Does anyone know any information or input on this? :( I am really upset. By the way, I am highly capable of learning. Every adult I know says I am very smart. Especially to have an intellectual conversation with. I read books all the time, I play the piano, and I am interested in many things kids my age wouldn't even think about. :(
